Resident's Parking Schemes
Bristol Green Party supports Residents' Parking Schemes (RPS) in principle, but we have significant concerns about the specific proposals suggested for Clifton and Kingsdown in their current form. We will press for the following changes and assurances:
Effective enforcement of existing parking rules throughout the city, especially in bus lanes, should be implemented as a precondition to any RPS. This would simultaneously improve public transport, cycling and pedestrian alternatives and deter car commuting, yet would incur no extra costs on the vast majority who park legally.
The Council must keep its promise to make the accounting regarding the schemes open and honest. Permit fees should be set at a level which will cover the cost of the local scheme, and any surplus must be reinvested in improving pedestrian and cycling facilities in the area.
The punitive second, and especially the third, vehicle charge should be removed as they would penalise house and flat sharers, and would serve little useful deterrent purpose. Instead, the cost of each permit should be linked to engine size, as has been done in other RPS in the UK.
